Follow these exact steps to create and setup custom homepage on WordPress:
- Head over to your WordPress dashboard
- Click on the Settings tab
- Click on the Reading tab
- You see the above setting
- In Your homepage display, select a static page
- Select the page you want to serve as your homepage
